DESCRIPTION:Biden’s White House’s  Council on Environmental Quality (CEQ) issued a proposed rule-making on 31 July 2023 to implement Congress’s changes to the National Environmental Policy Act (NEPA) recently enacted in the Fiscal Responsibility Act & also to complete Phase 2 of its’ rewrite of Trump’s rewrite of NEPA.
