SUMMARY:COMMENT DEADLINE: Thursday\, October 29\, 2026 — EPA air permits for the Blue Marlin Offshore Port
DESCRIPTION:COMMENT DEADLINE: Thursday\, October 29\, 2026 — EPA air permits for the Blue Marlin Offshore Port (crude oil export terminal\, Gulf of Mexico) \nSummary \nEPA has proposed air permits that would allow construction of the Blue Marlin Offshore Port in the Gulf off Cameron Parish\, Louisiana; if finalized\, the port could export about 80\,000 barrels of crude oil per hour\, roughly 605 million barrels per year. The project is Energy Transfer’s. The terminal would sit in federal waters about 82 miles offshore\, in about 162 feet of water. Its oil would come from Energy Transfer’s existing Nederland Terminal in Jefferson County\, Texas\, through a new 42-inch onshore pipeline and the existing Stingray pipeline. Up to 275 Very Large Crude Carriers would load there each year. \nThe draft permits would allow about 1\,329 tons per year of volatile organic compounds and about 75 tons per year of hazardous air pollutants. They also include a “maintenance allowance” scenario\, in which vapors that cannot be captured are vented directly to the air from the tanker being loaded. \nEarthworks and Gulf community groups say the terminal would raise export profits rather than lower U.S. fuel prices. They also say it would add about 14 million tons of CO2 a year and that its pipeline would cross Bessie Heights Marsh and Sabine Lake\, in habitat used by 29 threatened and endangered species. MARAD and the Coast Guard issued the project’s Final EIS in July\, but Blue Marlin does not yet have its federal deepwater-port license.\nwww.epa.gov \nSouth Dakota connection: the terminal’s source is the same Nederland\, Texas terminal that receives Bakken crude through the Dakota Access Pipeline. Dakota Access runs about 1\,172 miles across North Dakota\, South Dakota\, Iowa and Illinois to a hub near Patoka\, Illinois. From there the Energy Transfer Crude Oil pipeline carries the oil to Nederland\, Texas. Blue Marlin would give that system a new export outlet. The Gulf link also matters for ESA reasons. In March 2026 the Endangered Species Committee (the “God Squad”) used ESA Section 7(j) for the first time\, voting unanimously to exempt Gulf oil and gas activities from ESA requirements on national-security grounds. That decision put the Rice’s whale at risk\, and only about 51 of these whales remain.\nenergytransfer \nNotice / documents \nNo Federal Register notice exists for these EPA permits. EPA Region 6 published the notice on its own website: EPA Public Notice — Blue Marlin PSD & Title V draft permits\nRelated Federal Register notice: MARAD/Coast Guard Final EIS\, Blue Marlin Offshore Port (FR Doc. 2026-14336\, July 16\, 2026) \nHow to comment directly by 10/29/2026\, we assume before midnight in DC. \nSubmit at Regulations.gov\, Docket EPA-R06-OAR-2026-1323: https://www.regulations.gov/docket/EPA-R06-OAR-2026-1323\nEach comment must say whether it concerns the PSD preconstruction permit or the Title V operating permit\, and it must be specific to the permit action. \nSupporting materials must be submitted in full. They cannot be incorporated by reference unless they are already in the record or are generally available references such as statutes or EPA documents. In practice\, attach what you cite. \nInclude an email or postal address if you want EPA’s response to comments and notice of its final decision. \nIn-person hearing (no virtual option listed): Thursday\, Oct. 29\, 6–8 p.m. CDT\, Cameron Parish Police Jury West Annex\, 148 Smith Circle\, Cameron\, LA. \nPre-written letter (Earthworks)\nhttps://act.earthworks.org/page/103936/action/1 — Earthworks asks people to add a personal comment\, because EPA groups identical letters together.
