SUMMARY:"God Squad" meeting to consider exemption from ESA for fossil fuel projects in Caribbean - Deadline
DESCRIPTION:“God Squad” meeting to consider exemption from ESA for fossil fuel projects in Caribbean – Comment Deadline \n           “As part of President Trump’s push to hand more favors to the oil and gas industry\, the administration is preparing to convene the so-called “God Squad”\, a rarely-convened group with the power to remove Endangered Species Act (ESA) protections for the sake of economic interests. On March 31 at 9am EST\, U.S. Department of the Interior (DOI) Secretary Doug Burgum will convene the group to discuss providing these exemptions for offshore oil and gas activities in the Gulf of Mexico. \n           The stakes are enormous. The Gulf is home to over two dozen threatened or endangered species\, including the Kemp’s ridley turtle and the Rice’s whale\, which NOAA describes as “one of the rarest whales in the world.” Scientists estimate only 51 Rice’s whales remain\, with oil and gas operations and spills being a major threat. Granting a blanket ESA exemption for offshore oil and gas operations in the Gulf would sentence critically endangered species like the Rice’s whale to extinction\, while subjecting others to major harm from vessel strikes\, seismic blasting\, oil spills\, and other industry operations. \n          Broad ESA exemptions for the fossil fuel industry in the Gulf would also weaken or eliminate the use of basic environmental safeguards\, including spill prevention\, well-control rules\, and voluntary vessel speed guidance that helps prevent lethal collisions with marine life. The Trump administration’s attacks on endangered species will likely not stop at the Gulf; if the God Squad grants this exemption\, we can expect more to come. \nPlease use this toolkit to learn more and call on Members of Congress and Gulf State governors to stand up for species and oppose special ESA carveouts for Big Oil. “ \nThe God Squad meets on March 31st. Write your Members of Congress today to urge them to stop the God Squad and save America’s whale! \nSend a pre-fab letter for  congressmen/women \nhttps://actionnetwork.org/letters/urgent-save-rices-whale-from-secretary-burgums-god-squad?link_id=6&can_id=d17382524c2afb3a324fa3226db787f3&source=email-urgent-save-rices-whale-from-secretary-burgums-god-squad&email_referrer=email_3157209&email_subject=urgent-save-rices-whale-from-secretary-burgums-god-squad-_&& \nAbove is a quote from various  Endangered Species Coalition e-mails \nSend a  pre-fab letter to Sec Burgum: \nhttps://act.defenders.org/page/95588/action/1?supporter.appealCode=3WDE2600IXXXX&utm_medium=email&utm_source=engagingnetworks&utm_campaign=032026_GodSquadMeetingA2D&utm_content=032026+God+Squad+Meeting+A2D&ea.url.id=4741325&forwarded=true

SUMMARY:Black Hills Area Botany & Ecology Conference – March 13
DESCRIPTION:Black Hills Area Botany & Ecology Conference – March 13. more details coming in March \nWe don’t know time of day\, but guessed at 8 to 5.  There sometimes is a post event social hour at a different location. \nThe 2026 Black Hills Area Botany and Ecology Workshop (BHABEW) is coming up on Friday\, March 13\, so it is time to register. \nRegistration: The workshop will take place on-site at The Outdoor Campus – West\, 4130 Adventure Trail\, Rapid City\, SD\, and parts of it will be online via Zoom. Although there is no registration fee\, sponsors ask that all attendees (especially off-site speakers!!!!) pre-register\, whether you will attend on-site or online. Please register at this link: \nhttps://tnc.zoom.us/meeting/register/Fnc1E1AlS9uGY1u_oVuIxA \nTo help us plan\, we ask that you register by February 27. In the registration form\, you’ll be asked to indicate whether you will attend on-site or online.  Please indicate “in-person” even if you aren’t sure at this time that you’ll be able to be there. This is especially important because you’ll also be asked if you’ll attend a chili feed lunch at the workshop site. There is no charge for that lunch\, thanks to The Nature Conservancy and its volunteers. After registering\, you will receive a confirmation email containing information about joining the Zoom meeting\, regardless of whether you say you’ll be on-site or online. That way\, if something comes up at the last minute and you can’t attend in-person\, you’ll still be able to hear the great talks lined up. Please note that only the presentations\, from ~ 10:15 to 3:15\, with a break for lunch\, will be accessible by Zoom. \nProgram: Here is a draft schedule for the day and more details about the program; updates to this file will be made between now and the workshop.  https://docs.google.com/spreadsheets/d/1Ln5TM9z7URKdIN8pc6a8pqBHsx79AEVSiWqfmkp3aWY/edit?gid=0#gid=0   Some notes about the program: \n\nThe workshop will begin with an “Organization Fair”. At least 12 organizations will have a table hosted by one or two members of that organization. This is a chance for attendees to speak to those members and learn what these agencies\, colleges\, and organizations do\, and to find out their recent activities and future plans. There may even be a fun activity or two.\nThe workshop will close with a “World Cafe.” There will be three ~15-minute sessions of small-group discussions on a topic of your choosing from those listed in the program. Come prepared\, as many of these topics require a bit of thinking in advance! (But nicethinking\, not hard thinking.)\n\nDoor Prizes: Door prizes will be drawn throughout the day for on-site participants. If you would like to contribute to the selection of prizes\, just bring them the day of the workshop. \nSnacks and Sustainability: The Nature Conservancy will provide coffee\, tea\, a variety of snacks\, and an optional lunch. If you attend on-site\, please bring your own mug for coffee\, bottle for water\, and even your own dishes for lunch if you like. Also please bring a name tag. \n

SUMMARY:SD Game\, Fish and Parks Commission March Hybrid Meeting\, in Pierre SD
DESCRIPTION:SDGFP Commission March 5-6\, 2026 in Pierre and Zoom -here is the  agenda – https://gfp.sd.gov/UserDocs/nav/Commission_Agenda_-_March_5-6_Public.pdf\n\nIt has the Zoom links for attending the hybrid meeting.\nAgendas can change up to 24 hours before meetings\, I think\, unless the statute about that  has changed.  You can testify (remotely or in person) at about 2 pm CT (1 pm MT) during  the open forum.  Zoom testifying instructions are in the agenda (see link above).\n        The SD Senate Agriculture and Natural Resources Committee killed a bill (SB 148) during session\, that would have stopped the Nest Predator Bounty Program\, but said it would send a letter to the Commission asking for changes to it. AS of about 1:13 pm SDGFP had not received a letter from Senate Agriculture and Natural Resources about the Nest Predator Bounty Program\, asking for the Commission to 1) cut annual funds down to quarter of a million/year\, 2)  limit bounty  eligibility to minors and 3) enforce a  $250 limit per each minor/season  (neither has Nancy Hilding received it &  she  has written/called/messaged and asked for a copy once written.)\n       The Nest Predator Bounty Program  is up as an information item (not an Action Item)\, however we still ask that folks go to the Public Comment portal and \npost at least one sentence in opposition to the NPBP or if you wrote a letter to the Senate Agriculture and Natural Resources Committee just refashion it for Commission. PHAS wants them to see opposition to it —  maybe some of them will start thinking about the harm of the NPBP.\nIf people testify on the NPBP\, we may get newspaper coverage. You get three minutes during open forum. You can use the entire 3 minutes or just speak a sentence or two.  Or you can testify on the Wildlife Damage Management Action plan.\n\n3 rule change proposals for public hearing– see SD admin rules page – https://rules.sd.gov/Uploads/928_OrginalDraftRules.pdf\nor excerpt from January Commission Book – rule changes plus some discussion/justification:\nhttps://phas-wsd.org/wp-content/uploads/Proposals.January2026_Commission_Book.pdf\n        Public water Zoning and Iron Creek Lake Access Improvement\n        Lake Albert Waterfowl Refuge\n       Hunt for Habitat\n\nYou can testify on each rule change proposal for 3 minutes\n\nThe Wildlife Damage Management Action plan and Giant Canada goose Action plan will be voted on. URL to PHAS’s comments on the  Wildlife Damage Management Action Plan: https://phas-wsd.org/wp-content/uploads/SDGFP_WDMAP_Comments_FINAL.Print_.pdf\n\nThe official comment deadline was 2/20/26\, but they will vote on it at Commission so you can still comment and testify on the Plans\, as Commission (not staff)  must make the decisions.\nhttps://gfp.sd.gov/UserDocs/nav/2026_WDM_Action_Plan.pdf\nhttps://gfp.sd.gov/UserDocs/docs/draft_giant_canada_goose_action_plan_2021-2026.pdf\n\nIt looks like Elk Action Plan will be continued (it is an information item\, not Action Item)\nhttps://gfp.sd.gov/UserDocs/nav/ElkActionPlan_2026_JanuaryDRAFT.pdf\n\nFolks can submit comments at https://gfp.sd.gov/forms/positions/ For the Commission  to see & read your comments before the March meeting\,  please submit at the GFP’s comment portal  on Sunday night March 1st\, 2026  before midnight CT .   However\, late comments are delivered to the Commission in April. It can take many years of our asking\, to get SDGFP to change course.

SUMMARY:Deadline to Comment to FS on Uranium Exploration near Craven Canyon
DESCRIPTION:A Canadian company has applied for a second time to explore for radioactive uranium at Craven Canyon in the southern Black Hills. This project\, called the October Jinx Project\, is on federal land. It is part of the larger Chord Project. The company is named Clean Nuclear Energy Corporation (CNEC)\, which is a subsidiary of Nexus Uranium. (Note that nothing about nuclear energy is “clean\,” including uranium drilling and mining.) \nWhat’s so special about Craven Canyon? Craven Canyon is a world-class cultural and historic site. It contains rock art and other artifacts that are more than 7\,000 years old. Many artifacts and sites of interest have been found in and around the Canyon\, where people gather for ceremony and study. The October Jinx project would involve 17 drill pads with drilling depths reaching 700 feet. Each drill site would use 5\,000 to 10\,000 gallons of water per day. \nThe U.S. Forest Service (FS)  has requested public comments on this proposed project\, with a due date of March 3\, 2026\, 11:59 pm (MT). FS has a narrated slideshow about the project is available here: https://usfs.app.box.com/v/PinyonPublic/file/2116985517019 (a transcription of this presentation is also available under the October Jinx “Project Documents” tab)..Here is the FS’s project web page– to read notice and other information about the project\, such as view a map – https://www.fs.usda.gov/r02/blackhills/projects/67625.  \nHOW ANYONE CAN SUBMIT A PUBLIC COMMENT \nWhat are some potential impacts of the October Jinx Project? \nIn addition to the importance of Craven Canyon\, there are many things you can comment on. BH Clean Water Alliance  has provided a list of items to get you started (but use your own words and pick the topics that are important to you). To read more about the proposed project and how to comment\, go to BHCWA  website at: \nhttps://bhcleanwateralliance.org/october-jinx-project/ \nTo comment on this proposed project\, go to *Comment here*: \nhttps://cara.fs2c.usda.gov/Public/CommentInput?Project=67625 \nOther reference \nDRA info page: https://www.dakotarural.org/our-work/uranium-mining/ \nNDN Collective info page: https://ndncollective.org/protect-the-he-sapa/

DESCRIPTION:The draft Elk Management Action Plan can be found online here. \nIndividuals may provide suggestions and comments to be considered in the Elk Management Action Plan by February 17. The current population objective for the Black Hills is between 6\,000-8\,000. \nPer that dialogue\, the department will be seeking input from stakeholders and interested parties to obtain opinions of increasing the upper end of the population objective to 9\,000 when habitat and range conditions allow.
