DESCRIPTION:Climate Watch Spring Season \nClimate Watch is sponsored by the National Audubon Society (NAS) & takes place during two distinct seasons—winter (January 15-February 15) and summer (May 15-June 15). Below is the alert for any season (winter or summer) . \nLike the Christmas bird count this is a chance to help create “citizen science” for birds. Climate Watch focuses on these target species: Eastern Bluebird\, Mountain Bluebird\, Western Bluebird\, White-breasted Nuthatch\, Red-breasted Nuthatch\, Brown-headed Nuthatch\, Pygmy Nuthatch\, American Goldfinch\, Lesser Goldfinch\, Painted Bunting\, Eastern Towhee\, and Spotted Towhee. \nThese birds are easy to identify\, have an enthusiastic constituency\, and Audubon’s climate models for these species offer strong predictions for range shifts for us to test. In future years\, Climate Watch may include additional target species threatened by climate change. We believe that western bluebird and painted bunting are not normally in SD. All the other birds occur in all or parts of SD. \nVisit this page to see where these birds are in SD\, and which are near you: \nhttps://www.sdakotabirds.com/species_main.htm\nLocation Climate Watch focuses on areas of predicted change for these 12 species at each location across the continent. Audubon provides volunteers with online mapping tools with a grid of 10 km x 10 km squares showing species-specific predictions for each square based on the climate models. A Climate Watch Coordinator can help select your location and survey square. If you are participating on your own\, use the online maps to decide in which square to do your surveys. You will be able to see which squares are already “claimed”. \nHow to count Volunteers should first make sure to read through all of the materials including the full protocol manual. The Climate Watch protocol is different than any other birding program. Then using the planning done with the online maps\, volunteers survey appropriate habitat for the target species within a square and conduct 12 point counts of five minutes each within one morning\, then record the number and species of all birds seen or heard within 100 meters. Participants send the data to the National Audubon Society. \nHow data will be used  Audubon’s 2019 climate change report\, ‘Survival By Degrees\, – https://www.audubon.org/climate/survivalbydegrees – reveals that up to two-thirds of North American birds are vulnerable to extinction due to climate change. For example\, the beautiful Mountain Bluebird is vulnerable because in the vast majority of its summer range\, the climate conditions that this bird needs—temperature\, amount of rainfall\, and other environmental factors—will shift northward and eastward. This bird may be able to move into new areas over time\, or it may struggle to adapt. To test the report’s predictions\, Audubon has developed Climate Watch\, which aims to document species’ responses to climate change and test Audubon’s climate models by having volunteers in the field look for birds where Audubon’s climate models predict they will be in the 2020s. This information helps Audubon target our conservation work to protect birds. However the otters don’t make it to the far west perennial streams/rivers of SD\, as there is a dearth of riparian habitat in good condition and during dry times\, a lack of dependable water in rivers between the Missouri and further west streams.\n\n\nPrairie Hills Audubon Society supports the reintroduction of river otters to western SD\, which was not planned in earlier river otter management plans and is still not planned with this Action Plan\n.\nBetween the Missouri River and the Black Hills the SDGFP must have a habitat protection/enhancement program to create healthy riparian habitat along the Cheyenne\, Belle Fourche & Little White Rivers. It should have a program to encourage beaver dam analogs being built along tributaries to those rivers\, to improve habitat for otters. River otters are strongly associated with beaver — the beaver dams create habitat and beaver dam analogs are imitation beaver dams.\n\n\n\nThe GFP would need to have a plan to reduce beaver trapping season from 12 months per year to 5 months per year in the counties that host a river otter reintroduction effort –that would be Nov 1st to March 31st\, as river otters have babies in April.\nGFP is likely to adopt a moratorium on beaver trapping in the Black Hills at their June Commission meeting\, so also write in support of the moratorium for beaver hunting/trapping for the Black Hills area.\n\n\n\nPlease explain that watching otters is fun and SDGFP should provide for recreation of  otters for wildlife watching\, not just recreation of hunting/trapping.\n\n\nSubmit written comments here – https://gfp.sd.gov/forms/positions/

The legal location of the depository is portions of Sections 25\, 26\, 35 and 36 of T5N-R2E\, and portions of Sections 1 and 2 of T4N- R2E; approximately 3 miles west of Lead\, SD. The Groundwater Discharge Plan renewal consists of a Groundwater Discharge Permit and a Water Quality Variance. \nThe Secretary of the Department of Agriculture and Natural Resources is recommending conditional approval of the Groundwater Discharge Plan renewal. The need that is driving this project is to reduce resource damage due to off-road vehicle use and improve the safety of recreational users.” \n“The Fall River Ranger District is proposing to install structural guides or boundaries to designate two parking areas along Forest Service Road 7055 (Figure 1). Structural guides could include\, but are not limited to\, buck and rail fences\, wire fences\, boulders\, gravel pads\, signage\, or other means deemed necessary to delineate the parking areas. The preferred method includes the installation of buck and rail fences to reduce ground disturbance. Gaps left in the fencing would allow ease of access for visitors. Two separate locations are included in the proposed action. These locations already exhibit user-created parking areas. The southern parking area is located along Forest Service Road 7055 as it meets the boundary between the Sheep Camp Pasture and French Creek Campground exclosure. I do not have time yet\,  to re-enter the information here also \nWe are asking folks to at least support \n\na moratorium on beaver hunting/trapping in the Black Hills and\nto comment on the  Northern River Otter Action Plan and ask it to plan to reintroduce river otters to western SD and to improve riparian and aquatic habitat along the major tributaries leading from the Missouri River to western SD.  We have river otter in eastern SD\, but if river otter exist in western SD\, they are anecdotal reports on occassional isolated individuals\,  not known to be breeding.\nWe also need for the corridors along the rivers to be more hospitable to otter by improving the riparian habitat along their edges or creating beaver habitat in side tributaries.   The proposed plan does not provide for these objectives. What we want with respect to wolves in Wyoming requires legislative change\, which is outside the Commission’s purview. We want rules and objectives in the predator area – which area abuts SD – changed. \n         However they are proposing an increased harvest limit of 38 to 44 wolves\, because population estimate is 3 wolves above WGF Departments stable population’s  objective (160 wolves). In some subsets the harvest limit is raised & in other subsets reduced\, but cumulatively 6 extra wolves can be killed in the trophy game areas. We are not sure when wolf season will be revisited by Commission.. It proposes  no changes to limits to prairie area to the west of the Black Hills (unlimited Sept-May 31st).  It does propose changes in the prairie area to the SW of the Black Hills\, down by Lusk\, Hartville\, Guernsey.   This is the area that continues the Pine Ridge Ecosystem into Wyoming. That ecosystem exists in 3 states (SD\, NE & WYO. and across Tribal/non-tribal boundaries). They would be changing a harvest limit from 12 cougars to unlimited from Sept 1st to March 31st. This is thus relevant to 3 states and 2 tribes. \n\nNorth East Wyoming lions killed last year were mostly subadults\, hunters had a hard time finding them. Few adults killed!\nNo emigration from Wyo. to SD. Only immigration coming from SD keeps the population going.\nBlack Hills functionally managed as a sink\, but the Mt. Lion Management Plan (MLMP) objective is source-stable. MLMP was commission approved\nPressure on mt. lions needs to be reduced\, not increased.  Advances in science show positive results\, being replicated across multiple studies\, supporting the important role of lions in prey’s disease management.\nArea 25\, abutting Nebraska is proposed to become unlimited harvest (unlimited harvest replaces a 12 lions harvest cap)- very few lions are killed there\,  so no reason for the new designation\, please object to it.\nAreas 30\, 32 and 1. Object to harvest limits as too high and needing to be reduced so this area is managed as a stable population\,\,not a sink.\n=========\nThus >>>>>>>>>>>>>>>>>>>>>.OBJECT TO THE HARVEST LIMIT CAP IN AREAS 1\, 30 and 32 and the UNLIMITED HARVEST CAP in AREA 24 & 25.  Express a desire for more mountain lions in the Black Hills (exists in 2 states) and the Pine Ridge Ecosystem (which exists in 3 states\, 2 reservations)\n\nVarious states further\, to the west of us are having some more extreme cougar seasons – changes such as unlimited statewide killing or  increases to harvest limits are recent occurrences. \n=============== \nPROCESS \n Wyo. Game and Fish will host public meetings throughout the state to present and discuss these regulation proposals. I will update this post if I learn of a deadline. \nND has a 365 day (year long) beaver trapping season statewide. It has a 25 otter harvest limit. \nIt has 2 mt lion hunting zones. \nZone 1 early-season – Opens: August 30 – Closes: November 24. Mountain lions may be harvested using firearms\, pre-charged pneumatic air guns and archery equipment (including crossbows). Harvest may be no more than 8 mountain lions. \nZone 1 late-season – Opens: November 25 – Closes: March 31.  Mountain lions may be harvested using firearms\, pre-charged pneumatic air guns\, archery equipment (includes crossbows)\, and pursuing with dogs. Harvest may be no more than 7 mountain lions or 3 female mountain lions\, whichever comes first. \nZone 1 conditional season – If the harvest limit for the early-season is not reached on or prior to November 24\, and after the late-season has been closed (due to harvest limit being reached) for 5 consecutive days\, the early-season will reopen until the Zone 1 early-season harvest limit is reached or until March 31. If the late-season closes after March 25\, there will not be a Zone 1 conditional season. \nZone 2 – Opens: August 30 – Closes: March 31 Mountain lions may be harvested using firearms\, pre-charged pneumatic air guns and archery equipment (including crossbows). This will be posted on their Management Plan web page – under plans up for revision –\, once they get around to posting it. https://gfp.sd.gov/management-plans/ \nHowever the SDGFP Commission takes action to approve Action Plans\, so likely the Commission will also consider this Plan at their July 10-11th  meeting\, so go to the Commission’s July meeting and hearing pages for those comment opportunities – it will be on Sunday night 7/6/25 for written comments and Thursday 10th for spoken comments. \nTALKING POINTS \nThe plan is good in that it allows for a moratorium on beaver hunting/trapping in the Black Hills. \nIt is inadequate in that it does not address needed reductions in beaver hunting/trapping season outside the Black Hills especially  in west River SD\, which we need in at least key drainages to facilitate northern river otter reintroduction and because beaver help store ground and surface water. Otter are strongly associated with beaver and if they are both present\, when you trap beaver you also catch otter as incidental take. Water sets drown the trapped beaver/otter. \nWestern SD might have water supply problems in the future and folks are proposing a .5-3 billion dollar water transfer pipeline from the Missouri.  Beaver engineering stores and saves water in western SD (if allowed to happen) & thus minimizes the need for human engineering to transfer that water from Missouri  back to west.  Also other public lands in western SD have inadequate beaver supplies and need their own beaver recovery plans. \nBeaver provide for lots of values. Go to our beaver and otter web pages for information on that. \nWatching of beaver and river otters is fun.  Watching them must be recognized as an important form of recreation\, at least as important as hunting/trapping them. Trapping  might be primarily  a commercial action done for revenue from the sale of furs & may not be primarily a recreation action. However\, it is constantly justified as outdoor recreation and we are told we must restart trapping for recreation’s sake.  Object to this and insist that watching them is important recreation.

Dusty Johnson’s phone number in DC  is (202) 225-2801 \nDusty Johnson is on the House Agriculture and Natural Resources committee\, which will meet on  Tuesday 7/15/25 to consider and vote on H.R. 281 and H.R\, 839 \nH.R. 281\, is the the “Grizzly Bear State Management Act\,” which delists grizzly bears in the Greater Yellowstone Ecosystem and bars judicial review. \nH.R. 556\, the so-called “Protecting Hunters and Anglers Act of 2025” \n============ \nH.R. 281\, sponsored by Rep. Harriet Hageman\, requires the Secretary of the Interior to reissue a 2017 rule delisting the Greater Yellowstone Ecosystem (GYE) population of grizzly bears and bars judicial review of the reissued rule. This 2017 delisting rule was already held unlawful by the U.S. Court of Appeals for the Ninth Circuit. Further\, the U.S. Fish and Wildlife Service (FWS) issued a January 2025 species status assessment and proposed ruling regarding grizzly bears in the “Lower 48” states. There\, FWS\, which must base its decisions on the best available scientific and commercial data\, found that GYE grizzlies should remain listed as threatened under  the ESA. \n\n\nH.R. 281 would override both the court’s decision and FWS’s science-based recognition that GYE grizzlies still need federal protection. \n============\nH.R. 556\,\n\n\n H.R. 556 would prohibit the Secretaries of Interior and Agriculture from regulating the use of lead ammunition or tackle on certain Federal lands or waters under their jurisdiction. \n H.R. 556 would restrict the ability of federal agencies to promote healthier conditions on their jurisdictional lands. By effectively precluding the replacement of lead ammunition and tackle with commonly used non-lead alternatives\, the bill would also prevent federal officials from protecting hunters and anglers from consuming lead-poisoned game and fish.  \n Lead ammunition and tackle have been shown to harm a wide variety of wildlife. For species like California condors\, bald and golden eagles\, mountain lions\, black bears\, common loons\, and dozens of others\, lead is a persistent threat that hampers conservation and recovery efforts. Ingestion of spent lead ammunition is the leading cause of death for the critically endangered California condor. A 2022 paper demonstrated population-level effects in both bald and golden eagles stemming from ingestion of spent lead ammunition. Aquatic species like loons succumb to lead toxicosis via ingesting loose tackle or fish which have consumed lead tackle.  \nThe bill includes an exception whereby lead use may be regulated only if it can be shown that declines in wildlife populations on a specific unit of land were caused by lead ammunition or tackle. This is an impossible standard to meet as population monitoring data is rarely available at the management unit level. It is inconsistent with widely accepted scientific methods\, dismisses well established facts about the dangers of lead\, and would preclude responsible management actions that could prevent future population declines.  \n Furthermore\, the bill states that any federal regulation of lead that does satisfy the exception must also be approved by the applicable State fish and wildlife agency.  \nBy constraining federal management of federal land\, H.R. 556 may also conflict with conservation statutes including the Endangered Species Act.  \n= \nThis bill will be in committee on Tuesday\, so we suggest you call  Johnson on Monday. We do not know at what time Johnson’s staff summarizes all the calls received and relays that to the Congressman.  We suggest a 4:00  pm EST deadline\, but we don’t know what the calling deadline before a committee hearing should be.

In her nearly 40 years with the National Park Service\, she served as superintendent of Herbert Hoover National Historic Site\, Knife River Indian Villages National Historic Site\, and completed a detail as acting superintendent at Cuyahoga Valley National Park. Cheryl has worked at 10 different national park units\, including Bryce Canyon\, Yellowstone\, and Death Valley National Parks.
