DESCRIPTION:Black Hills Area Botany & Ecology Conference – March 13. more details coming in March \nWe don’t know time of day\, but guessed at 8 to 5.  There sometimes is a post event social hour at a different location. \nThe 2026 Black Hills Area Botany and Ecology Workshop (BHABEW) is coming up on Friday\, March 13\, so it is time to register. \nRegistration: The workshop will take place on-site at The Outdoor Campus – West\, 4130 Adventure Trail\, Rapid City\, SD\, and parts of it will be online via Zoom. Although there is no registration fee\, sponsors ask that all attendees (especially off-site speakers!!!!) pre-register\, whether you will attend on-site or online. AS of about 1:13 pm SDGFP had not received a letter from Senate Agriculture and Natural Resources about the Nest Predator Bounty Program\, asking for the Commission to 1) cut annual funds down to quarter of a million/year\, 2)  limit bounty  eligibility to minors and 3) enforce a  $250 limit per each minor/season  (neither has Nancy Hilding received it &  she  has written/called/messaged and asked for a copy once written.)\n       The Nest Predator Bounty Program  is up as an information item (not an Action Item)\, however we still ask that folks go to the Public Comment portal and \npost at least one sentence in opposition to the NPBP or if you wrote a letter to the Senate Agriculture and Natural Resources Committee just refashion it for Commission. PHAS wants them to see opposition to it —  maybe some of them will start thinking about the harm of the NPBP.\nIf people testify on the NPBP\, we may get newspaper coverage. You get three minutes during open forum. SUMMARY:Deadline to Comment to FS on Uranium Exploration near Craven Canyon
DESCRIPTION:A Canadian company has applied for a second time to explore for radioactive uranium at Craven Canyon in the southern Black Hills. This project\, called the October Jinx Project\, is on federal land. It is part of the larger Chord Project. The company is named Clean Nuclear Energy Corporation (CNEC)\, which is a subsidiary of Nexus Uranium. (Note that nothing about nuclear energy is “clean\,” including uranium drilling and mining.) \nWhat’s so special about Craven Canyon? Craven Canyon is a world-class cultural and historic site. It contains rock art and other artifacts that are more than 7\,000 years old. Many artifacts and sites of interest have been found in and around the Canyon\, where people gather for ceremony and study. The October Jinx project would involve 17 drill pads with drilling depths reaching 700 feet. Each drill site would use 5\,000 to 10\,000 gallons of water per day. \nThe U.S. Forest Service (FS)  has requested public comments on this proposed project\, with a due date of March 3\, 2026\, 11:59 pm (MT). The current population objective for the Black Hills is between 6\,000-8\,000. \nPer that dialogue\, the department will be seeking input from stakeholders and interested parties to obtain opinions of increasing the upper end of the population objective to 9\,000 when habitat and range conditions allow.

The\npermits will cover both stationary and portable concrete plants with potential emissions less than 100 tons\nper year. These permits will replace the previous general permits for concrete plants DANR issued on\nFebruary 8\, 2021.\n\nThe proposed general permits identify who may seek coverage under the permit\, the general permit\nrequirements\, air pollution limits\, compliance responsibilities\, record keeping and reporting requirements\,\nas well as performance test procedures. Issuing these general permits for concrete plants is another\nattempt by DANR to streamline environmental permitting in South Dakota and to provide better service\nto all our customers. These general permits will be effective for five years.\n\nPrior to obtaining coverage under the general air quality permit\, the applicant must submit a Notice of\nIntent form to the department. The Notice of Intent form requires the applicant to describe the operations\,\nequipment\, and location that will be covered under this permit. The department will review the\ninformation contained in the Notice of Intent to determine if the applicant qualifies for coverage under the\ngeneral permit and is capable of complying with the general permit. If the applicant qualifies and can\nmeet the requirements\, coverage under the general air quality permit will be authorized to the applicant.\nIn accordance with the Administrative Rules of South Dakota (ARSD) 74:36:04:12\, any person desiring\nto comment on DANR’s draft permit must submit written comments to the address below within thirty\ndays of this public notice.\nComments may be directed to the following mailing address: Teresa Williams;\nPMB 2020; Department of Agriculture and Natural Resources; 523 East Capitol; Pierre\, South Dakota\n57501. DESCRIPTION:On November 20\, the Department of the Interior released President Trump’s new offshore drilling lease plan\, the 11th National OCS Oil and Gas Leasing Draft Proposed Program. The proposal includes as many as 34 potential offshore lease sales across 1.27 billion acres. It includes 21 areas off the coast of Alaska\, seven in the Gulf of Mexico including portions of the Eastern gulf\, and six off of California.  Despite local opposition\, the Trump administration is offering areas spanning California’s entire coastline and encroaching closer to Florida’s coast. \nThe Department of Interior’s 60-day public comment period begins today November 24\, 2025 through the Federal Register. Following a public Request for Information and Comment published in April 2025\, the Department received more than 86\,000 submissions from stakeholders\, state officials\, industry participants\, and the general public.
