The rule reclassifies Forest Service Handbooks as “advisory\,” removing them from public-comment requirements\, and states that removing existing directives would not require public notice at all. This may make citing them in administrative appeals (objections) less forceful. Tied to Executive Order 14219 (deregulation agenda). \nSubmit at regulations.gov (search “RIN 0596-AD74”) or email SM.FS.Directives-Comments@usda.gov. \nWe are not sure of the time-of-day for the deadline\, but it is normally before midnight Eastern Time. \nWe will search for environmental group alerts and pre-fab letters.
