Proposed changes from last year:
1. Establish a resident allocation of 60% of first draw licenses for both Trophy and Non-trophy bison bull licenses.
2. Modify administrative rule to create a maximum number of “trophy bull bison” licenses of 15. Agenda Item #6 & #7
3. Modify administrative rule to create a maximum number of “non-trophy bull bison” licenses of 30.
