Public comments due to USDA Forest Service on proposed rule RIN 0596-AD74, which would weaken the public’s right to see and comment on how national forests — including Black Hills National Forest — are managed. The rule reclassifies Forest Service Handbooks as “advisory,” removing them from public-comment requirements, and states that removing existing directives would not require public notice at all. This may make citing them in administrative appeals (objections) less forceful. Tied to Executive Order 14219 (deregulation agenda).

Submit at regulations.gov (search “RIN 0596-AD74”) or email SM.FS.Directives-Comments@usda.gov.

We are not sure of the time-of-day for the deadline, but it is normally before midnight Eastern Time.

We will search for environmental group alerts and pre-fab letters. We anticipate sign-on letters for groups
