Comment Deadline on Air Quality Construction Permit for Black Hills Power, in Rapid City

Black Hills Power, Inc proposes to rescind their PSD permit and construct new dual fuel engines and emergency units with an air quality construction permit. DANR recommends approval of an air quality construction permit and to rescind the PSD permit.  Comment or the intervention deadline (we think ) is 8/02/2025. We are not sure if that is COB or midnight, but as no e-mail address is given, we suspect COB by postal mail. Please verify with Ms Williams (phone is below).

The air quality construction permit and Prevention of Significant Deterioration Preconstruction
Permit will allow the construction and operation of the following processes and units:
1. Unit #1: 2001 General Electric, model #LM6000PD, a natural gas-fired, stationary simple
cycle gas turbine with lean-premix staged combustion (dry low NOx combustors) with a
maximum operating rate of 325 million Btu per hour heat input based on the lower
heating value of the fuel fired;
2. Unit #2: Turbine inlet air heater, model CT-1, equipped with a low NOx burner. The
turbine inlet air heater is fired with natural gas with a maximum operating rate of 17.5
million Btu per hour heat input;
3. Unit #4: 2-ICB-ENG-001. Wartsila 18V50DF dual-fuel engine fired on natural gas and
diesel fuel with a maximum operating rate of 16,600 kilowatts. 130.2 million Btus per
hour for natural gas and/or 134.6 million Btus per hour for diesel fuel controlled by a
selective catalytic reduction and oxidation catalyst systems;
4. Unit #5: 2-ICB-ENG-001. Wartsila 18V50DF dual-fuel engine fired on natural gas and
diesel fuel with a maximum operating rate of 16,600 kilowatts. 130.2 million Btus per
hour for natural gas and/or 134.6 million Btus per hour for diesel fuel controlled by a
selective catalytic reduction and oxidation catalyst systems;
5. Unit #6: 2-ICB-ENG-001. Wartsila 18V50DF dual-fuel engine fired on natural gas and
diesel fuel with a maximum operating rate of 16,600 kilowatts. 130.2 million Btus per
hour for natural gas and/or 134.6 million Btus per hour for diesel fuel controlled by a
selective catalytic reduction and oxidation catalyst systems;
6. Unit #7: 2-ICB-ENG-001. Wartsila 18V50DF dual-fuel engine fired on natural gas and
diesel fuel with a maximum operating rate of 16,600 kilowatts. 130.2 million Btus per
hour for natural gas and/or 134.6 million Btus per hour for diesel fuel controlled by a
selective catalytic reduction and oxidation catalyst systems;
7. Unit #8: 2-ICB-ENG-001. Wartsila 18V50DF dual-fuel engine fired on natural gas and
diesel fuel with a maximum operating rate of 16,600 kilowatts. 130.2 million Btus per
hour for natural gas and/or 134.6 million Btus per hour for diesel fuel controlled by a
selective catalytic reduction and oxidation catalyst systems;
8. Unit #9: 2-ICB-ENG-001. Wartsila 18V50DF dual-fuel engine fired on natural gas and
diesel fuel with a maximum operating rate of 16,600 kilowatts. 130.2 million Btus per
hour for natural gas and/or 134.6 million Btus per hour for diesel fuel controlled by a
selective catalytic reduction and oxidation catalyst systems;
9. Unit #10: 2-API-ENG-001. Caterpillar C18. Emergency diesel fired black start engine
with a maximum operating rate of 770 kilowatts or 7.22 million Btus per hour; and
10. Unit #11: 2-FPA-PMP-001. Diesel fired emergency fire pump with a maximum operating
rate of 2.79 million Btus per hour or 400 horsepower
