Forum and Panel Discussion of Referred Law 21, Rapid City
September 19 @ 6:00 pm - 8:30 pm
There is a moderated Public Forum and Panel Discussion of Referred Law 21. It is at the Best Western Ramkota Hotel in the Washington Room. Doors open at 6 pm and Forum is from 6:30 to 8:30 pm MT. This event is sponsored by Citizens for Liberty. See the attached poster for details.
At our July Board Meeting, the PHAS Board of Directors endorsed the referendum of Senate Bill 201 (Referred Law 21). We opposed SB 201 during the 2024 legislature. This is related to the fight in eastern SD over CO2 pipelines and local control vs. state control over regulations about pipelines as they go through local counties. Some Counties ordinances are more protective, but SB 201 causes state laws/rules to supersede local ordinances, when this regulatory conflicts exist. It is about use of eminent domain for private pipe lines. Dakota Rural Action has a web page on the fight over C02 pipelines in SD – https://www.dakotarural.org/our-work/carbon-pipelines/
Here is an article quoting DRA staff on referred law 21: https://www.sdpb.org/environment/2024-09-06/recent-polling-shows-strong-opposition-in-pipeline-battles
Citizens for Liberty said they would record the Forum and post to their Rumble Channel. I don’t have that link yet.
