North Dakota's Governor decides on hunting seasons after reviewing recommendations by the wildlife agency. Hunting season are set via Governor’s Proclamation (https://ndlegis.gov/cencode/t20-1c08.pdf) All proclamations are published online and can be found here https://gf.nd.gov/hunting/proclamations.
